"Go Weapons Hot" means make whatever preparations are necessary so when you pull the trigger, something happens.  For a missile, this would be arming the missile, for a rifle, loading a round and taking the safety off.  This term is most often used for more 'technical' weapons, such as a radar homing missile. A simpler weapon, such as a rifle, would tend to "prepare to fire."  You could have already aimed at your target (acquired lock, etc) or you may be making ready for a target that hasn't appeared yet.  This does NOT infer the right to actually fire, but means be ready to fire instantly IF you are commanded to.  Although it's been used a lot,  it is not a 'standardized' military commandt. Of course, if a military superior tells you to do something, it is generally a command.
